Colleen Mary O’Toole is a capable and qualified Prosecuting Attorney and Chief Law Enforcement Official representing Ashtabula County, Ohio.  She maintains over three decades of experience as a legal professional.  Throughout the course of Colleen’s career, she has held various positions in leadership, including serving as a former International Legal Consultant.  Passionate about her role in Ohio’s legal system, Colleen is fully committed to prosecuting cases to the fullest extent of the law.

Prosecuting Attorney

Colleen Mary O’Toole is a Prosecuting Attorney in the Criminal Division of Ashtabula County, Ohio.  Duly elected in her position, the Prosecutor is seasoned in prosecuting complex criminal cases.  She maintains a full service criminal docket and a full service civil docket with approximately 3,000 cases.  Colleen’s roles as Prosecuting Attorney and Chief Law Enforcement Official p;ace her in direct responsibility for managing the legal services of the Ashtabula County government, all locally elected officials and all Ashtabula County agencies.  She is also the Attorney for children’s services, as well as the managing and litigation of tax collection and property foreclosures within the County of Ashtabula, Ohio.

Diligent in her commitment to the Ashtabula County, Ohio community, Colleen Mary O’Toole is passionate about volunteering for community projects.  Offering her expertise and experience as a Prosecuting Attorney and Legal Professional, Colleen has offered her services as a DV Leap Pro Bono Attorney since 2011.  She also stands on the Board of Directors for Shades of Success Coaching, Inc.  Colleen previously represented the Lake County NAACP as a Board Member.  She is also a proud supporter of the local library and the incredible work its staff are able to do for the local community.

Education

Ashtabula County Criminal Division Prosecuting Attorney and Chief Law Enforcement Official Colleen Mary O’Toole maintains a Bachelor of Arts (B.A.) in History and Political Science, Juris Doctorate in Law (J.D.) and Master of Laws (LLM) in Judicial Studies.  

From 1979 – 1983, Colleen Mary O’Toole launched the foundation of her career with the pursuit of her Bachelor of Arts (B.A.) in History and Political Science.  This dual focus established Colleen’s initial interest in politics and government overall.  Her Bachelor of Arts also fostered her early leadership skills as she set the framework for her career in law.  Colleen continued on to Cleveland State University (Cleveland-Marshall College of Law) to receive her Juris Doctorate, Law (J.D.).  Two decades after completing her J.D., Colleen returned to the academic realm to earn her Master of Law (LLM) in Judicial Studies from Duke University Law School.
